Over 61,000 Floridians issued tickets for passing stopped school buses contrary to law

A new state law in Florida allows school districts to equip school buses with automated cameras to catch drivers who pass stopped buses when the stop arm is out. The law, in effect since 2023, aims to enhance student safety after several incidents of students almost being hit by passing vehicles. Hillsborough County Schools was one of the first districts to implement stop-arm cameras on all 1,000 buses, with other districts also beginning to utilize the technology.

While the cameras are seen as a safety measure, they have also become a significant revenue source for districts and the camera vendors. The fines generated from thousands of citations issued to drivers who violated stop-arm laws have amounted to millions of dollars. Despite concerns about the program being more for revenue generation than safety enhancement, proponents argue that the cameras help reduce repeat offenses and enhance student safety.

However, there is limited federal evidence to support the effectiveness of stop-arm camera enforcement programs. The National Highway Traffic Safety Administration notes that the impact of such programs on reducing illegal passings of school buses has not been widely studied. While investigations into the program continue, school districts like Hillsborough County remain committed to using stop-arm cameras to ensure student safety.
