Kim Shugar, a seasoned professional with 25 years of experience in state and local policy development, has joined Arrow Group as a Senior Adviser. Shugar has held senior positions in Florida agencies, the state Legislature, and the South Florida Water Management District. She brings expertise in fiscal and human resource management, operational optimization, and partnership development.
President Albert Balido of Arrow Group expressed confidence in Shugar’s ability to collaborate effectively with clients in various government settings. Shugar, who holds a master’s degree from the University of Florida and a bachelor’s degree from Mercer, expressed excitement at joining the firm and contributing her legislative and governmental affairs experience to help clients navigate regulatory challenges and achieve strategic goals.

Balido, formerly with Anfield, leads the team with Ron Brisé as Senior Policy Adviser.
