Collier County Sheriff’s Office takes action against illegal massage parlors


Three people were arrested in Naples as part of a multi-agency operation led by the Collier County Sheriff’s Office targeting illicit conduct at massage businesses. This operation resulted in the closure of 13 illicit massage businesses and over a dozen arrests. The Florida House Bill 197, which regulates massage therapy establishments to combat human trafficking and other illegal activities, played a role in these arrests.

The Collier County Sheriff’s Office, instrumental in crafting the law, aims to protect vulnerable individuals being exploited in these businesses and to apprehend those running these criminal enterprises. The operation involved the Southwest Florida INTERCEPT Task Force, including various law enforcement agencies and the Florida Department of Health, which conducted inspections at three illicit massage businesses, leading to the arrests of three individuals on various charges.

Rui Zhang, Ling Xu, and Jinzhu Cai, designated establishment managers of different massage businesses, were arrested for failing to provide required customer records and employee logs. Detectives found numerous violations, including incomplete records and employees living on the premises, indicating potential human trafficking activities. The Collier County Sheriff’s Office is committed to cracking down on illicit massage businesses and protecting the community from exploitation.
