Florida’s Domestic Violence Shelters Rebounding After the Tiffany Carr Scandal

By admin • August 29, 2025

Title: Rebuilding Trust: Leadership Transition at Florida Domestic Violence Advocacy Group

In the wake of Tiffany Carr’s resignation as CEO of the Florida Coalition Against Domestic Violence—following allegations of grand theft exceeding $3.7 million—the state’s domestic violence shelter network faces a critical rebuilding phase. Carr, accused of exploiting paid time off to defraud the organization she led, sparked outrage and concern among advocates and supporters.

Amanda Price, the new CEO of the Florida Partnership to End Domestic Violence (FPEDV), now spearheads the recovery efforts. Describing Carr’s actions as "horrific" and "egregious," Price expressed her initial disbelief upon learning of the alleged misconduct, highlighting the systemic damage to trust in support services for vulnerable populations.

Following the coalition’s dissolution in 2020, local shelter directors launched FPEDV, instituting significant structural changes to restore integrity. Price noted the vital need for transparency, with a dual governance model ensuring accountability: a board overseeing finances and a program council shaping service delivery.

Despite implementing these measures, the shadow of Carr’s past looms large. Emily Mitchem, executive director of the Refuge House in Big Bend, echoed Price’s sentiments, acknowledging the ongoing challenge of rebuilding reputational trust after the previous leadership’s failures.

Fueled by high domestic violence statistics—over 106,000 offenses reported in 2020 and 217 related homicides—FPEDV’s mission is critical. Price insists that while improvements have been made, the organization is still in the midst of a transformative rebuilding process.

"This is the first interview I’ve done because we’ve been focused on building the house,” she stated. The path to rehabilitation remains challenging, but Price and her team are committed to ensuring the safety and support for those most in need.
