Following the coalition’s dissolution in 2020, local shelter directors launched FPEDV, instituting significant structural changes to restore integrity. Despite implementing these measures, the shadow of Carr’s past looms large. Emily Mitchem, executive director of the Refuge House in Big Bend, echoed Price’s sentiments, acknowledging the ongoing challenge of rebuilding reputational trust after the previous leadership’s failures.

Fueled by high domestic violence statistics—over 106,000 offenses reported in 2020 and 217 related homicides—FPEDV’s mission is critical. Price insists that while improvements have been made, the organization is still in the midst of a transformative rebuilding process.
