Fort Lauderdale, FL – A significant federal trial is underway concerning a massive scheme that saw the sale of 7,600 fraudulent nursing diplomas from the now-defunct Palm Beach School of Nursing, resulting in potential prison sentences for three defendants. The scheme reportedly generated $114 million, with individuals able to apply for nursing licenses without completing necessary education or clinical training.

Prosecutors allege that school owner Johanah Napoleon, who has already pleaded guilty and was sentenced to 21 months in prison, is a star witness against former director of student services Gail Russ, Cassandre Jean, and Vilaire Duroseau. Napoleon labeled Russ as the “hub of the activity,” integral to the issuance of the fake diplomas and transcripts.

The fraud came to light following an investigation led by the U.S. Department of Health and Human Services and federal law enforcement agencies. The sale of counterfeit diplomas for as much as $15,000 each highlighted significant risks to public safety, as individuals who lacked proper training could practice nursing.

The scandal, which began surfacing earlier this year, led to arrests across multiple states, underscoring that such fraudulent educational practices are a national concern. While state nursing boards are actively working to revoke licenses from those impacted, federal authorities have not charged individuals who purchased the fake credentials. Investigators have found no evidence of harm to patients by those who obtained licenses through the scheme.

As the trial progresses, prosecutors anticipate further arrests related to this widespread nursing diploma fraud, aiming to bring all involved to justice and protect the integrity of the nursing profession.
